In ballet, turnout must begin with the external rotation of the hip joint, not the knee or ankle.
The key to the movement where turn-out occurs at the hip joint is as follows:
Use of deep muscles: The six 'deep external rotators' located inside the pelvis play a primary role in gently rotating the head of the femur outward.
Relaxation of superficial muscles: People often try to tighten the superficial gluteal muscles (gluteus maximus), but doing so can actually hinder the free movement of the hip joint and cause the pelvis to tilt backward.
Connection of the entire leg: When the hip joint rotates outward, the knee and ankle must naturally follow by that angle. Forcing only the ankle or knee without sufficient rotation of the hip joint places severe strain on the joint.
Proper turn-out is a movement that rotates the entire leg outward using the deep muscles inside the hip joint while slightly relaxing the outer surface of the buttocks .
